I've heard that Steele's been accused of being a RINO, but I've always liked him, and other than maybe his stances on affirmative action-related stuff, haven't found where he's liberal or moderate.

Because he's black he's less scary as long as he isn't Alan Keyes Smiley  It's moderating to go non-WASP at least haha.

Not sure, but he's electable in Maryland.

Is the criticism substantiated?  He seems solidly Republican.  He probably isn't an over-the-top Republican since he is electable in Maryland, but that seems like a good thing.

A more valid criticism might accuse him of using his race as a platform to rise by the diversity-starved GOP ranks.  Probably a valid criticism, but I don't find it particularly compelling.  If the GOP were to select a minority for outreach though, they should probably choose an Hispanic or Asian or some minority that's not going to be lost to them for a decade or two Smiley.

You didn't say Steele was electable as RNC Chairman.  You said he was electable in MD.

He did rather better than Bush here, and was elected as Lt. Governor in '02, and before then served as a congressman in a Baltimore-area district.

That said, Maryland can rather accurately be described as "to the right of Lenin, but only barely", especially if you're talking about the populated areas. The only remotely conservative parts of the state are the western panhandle and parts of the eastern shore.
