What if every state allocated Electoral Votes using the Condorcet Method? You know, voters rank their candidates in order of preference. Then, the matchups between candidates are considered. Now, unlike some ideas where a winner has to be declared using another system, I'd suggest using the most votes as a criteria to break a tie. But, in each matchup, Electoral Votes are allocated to whoever wins the matchup.

So, for example, you have 4 candidates and 4 Electoral Votes, therefore, since there are 6 matchups, a winner would win 0.66 Electoral Votes.
