In 1998, President Clinton announced, “We will use all the means at our disposal to bring those responsible to justice, no matter what or how long it takes.” 

NBC News has obtained, exclusively, extraordinary secret video, shot by the U.S. government.  It illustrates an enormous opportunity the Clinton administration had to kill or capture bin Laden. Critics call it a missed opportunity.

In the fall of 2000, in Afghanistan, unmanned, unarmed spy planes called Predators flew over known al-Qaida training camps.  The pictures that were transmitted live to CIA headquarters show al-Qaida terrorists firing at targets, conducting military drills and then scattering on cue through the desert.



This is the following speculation of the 21st century without 9/11.

The Bush Presidency

2001-

The Bush Presidency started with W's inauguration admist uncertainty in the popular vote.
Bush focuses on domestic policy throughout the early 2000s, cutting taxes and privatizing social security. He signs the No Child Left Behind Act. Some foreign leaders such as Tony Blair like him, others like Chirac don't. But foreign leaders can hardly complain, he hasn't done anything crazy.

Secretly, Bush wants to assume the mantle of War President, but no problems emerge. Tensions rise with North Korea and Iraq, but war hasn't happened.





Polling averages during 2001 on Bush's approval:

55% Approve
42% Disapprove

Polling averages during 2002 on Bush's approval:

56% Approve
42% Disapprove

Polling averages during 2003 on Bush's approval

54% Approve
41% Disapprove

You do know that Bush's approval ratings were below 50% before 9-11, right? It's likely he would've had ratings similar to his pre-9-11 ones. Without 9-11, he likely would've been a huge "meh" President.
