It's a Chinese saying about people who are successful only because of luck, not skill.  In my case, it describes the only conditions under which I can come up with a good idea.  As far as you're concerned, you're touting Wisconsin, which is a lot cooler than my home state of North Dakota, which pisses me off.  Of course, that pisses me off about every other state too, so welcome to a big club.
