I think it's mostly because there is no real reason not to wear a seat belt besides trying to prove how much of a rebellious badass you are (this is pretty much the only justification I've received for it from Libertas-types.)

On a side note the most annoying point ever from Nader lovers: Ralph Nader is the reason your car has seat belts. Seriously?

Because it's not like they weren't invented long before him and already in cars pre-Nader and it's not like the government would've ever mandated that they be installed without Nader's lobbying and it's not like the auto makers wouldn't have started installing them in every vehicle model anyway even without the requirement. No everyone knows without Nader absolutely no car today would have seatbelts in it.

This bill was vetoed by Arny last year.  This year they tried to make it illegal for minors to ski/snowboard without a helmet.  Browny vetoed it.
