One thought I had that could be used to steer the game... if it has a GM, you could set a particular crisis that needs to be resolved so you don't just have countries without goals. You could also have particular secret goals/objectives for individual countries - that way one country might be able to trade a vote on a particular resolution in exchange for another country's vote on a different resolution. If you keep it secret what a particular country's objective is, players won't know how close each other are to achieving their goal - then you could restart with new objectives when someone achieves their goal. Anyway, that's just a thought.
