Amendment to replace the entire text with...

End to Clogging Act

Article 3, Section 2, Clause 2 of the OSPR is amended to read:

"At any one time there may be no more than four (4) Bills/Constitutional Amendments/Resolutions on the Senate Floor being debated upon or voted upon by the Senate. In the event that one Senator has introduced three or more bills is succession, and another Senator has introduced another bill subsequent to the Senator, the PPT shall place no more than two of the original Senator's bills on the Senate floor at a time."

If for some reason it was accepted, then it would become the text of the bill. However, Lewis and any other Senator has twenty-four hours to object to the friendly amendment.

Wouldn't that depend on whether it was accepted before or after the amendment passes? Although I suppose the relevant point is the end of that 24 hour objections time window, so it would be after.

But as SPC's amendment was apparently written without any grasp of what the OSPR is or what it currently says or how you amend it, clearly it would be objected to despite its obvious good intentions.

You want a rules change like that, you name it an Amendment to the OSPR - and thus a Senate Resolution, not a Bill - and you actually read through the OSPR to see which passages need to be amended.
And you'd be well advised not to reduce the number of bills that can be before the Senate at any one time, sticking to the second half of your first draft attempt.
And then you hope that the next PPT uses his powers of using the "PPT's Discretion" slot for this so it actually gets to the floor before all your other bills.

Well if that's the rule (I suppose you're right.) then there was also Jas' amendment in the cue in between. Though I guess that's considered withdrawn as he's left the Senate.

Jas' amendment may actually be acceptable - we're supposed to allow legislative functions to continue uninterrupted, and the only thing it mentions that a new Senator may alter in Article 9 is votes... I'll take a closer look at it after a sleep a few hours.

In the event that I decide to allow it though it would be considered before SPC's, of course.

I actually looked at the OSPR on the Wiki and I did not change the first half of the bill. Either that is the OSPR or the Wiki needs some serious updating.
