Is there a reason Thurmond failed to make the ballot?  Did he not try, or was the leadership there particularly pro-Truman?

It's extremely difficult for third party candidates to get onto the ballot in Oklahoma; a relic of the crushing of the SPA there during the First World War.

I'm kinda late to this, but that's probably not the reason. Note how Teddy Roosevelt didn't make the ballot either. And that was before WWI.
