What I propose is nothing more than a Pavlovian experiment: a fibrulator, implanted subcutaneously into the spinal cord, capable of sensing violent thoughts and picking out intent - mens rea being the operative word here - and sending a sudden and harsh jolt of energy into the convicts brain when given such a stimuli. If the technology to distinguish active intent from passive thought were ever developed, the entire prison-industrial complex would be rendered into obsolescence. A violent offender could be back on the street in weeks after his arrest and one would never need to worry about him again.
Wow!  It's got all the logic of an opebo economical plan and all the violence of a NIN song.  This is all kinds of awesome.

BART Police are usually just rent-a-cops with a badge, pretty insane since I use BART so much
