What I propose is nothing more than a Pavlovian experiment: a fibrulator, implanted subcutaneously into the spinal cord, capable of sensing violent thoughts and picking out intent - mens rea being the operative word here - and sending a sudden and harsh jolt of energy into the convicts brain when given such a stimuli. If the technology to distinguish active intent from passive thought were ever developed, the entire prison-industrial complex would be rendered into obsolescence. A violent offender could be back on the street in weeks after his arrest and one would never need to worry about him again.
