Clearly ridiculous, though you'd be surprised how many people would agree with the idea that TV is a necessity of life, even if they might not publically admit it.

Meh. Judges come up with a lot of absurd rulings. This isn't quite as laughable as the idea that money = free speech. After all, lack of a telly is sometimes counted as part of relative poverty measures in industrialised countries.

Has anyone ever claimed that money is free speech?

The typical argument is that restrictions on the expenditure of money on speech (and by extension, campaign contribution limits) are restrictions on speech—at least where those restrictions are not equally applicable to otherwise identical, non–speech-related expenditures. If that claim is incorrect, the First Amendment has no teeth.
