Legislative term limits amendment, without a doubt. That's the single most needed government reform.

The only way I'd support a balanced budget amendment was if it was coupled with a supermajority requirement to raise taxes, since otherwise it's just a vehicle for backdoor tax hikes.

Here's several:

- an amendment to clarify that corporations have no constitutional rights

- an amendment to prohibit religious schools from getting taxpayer funds (which almost passed over 100 years ago)

- electing the President using a popular vote, with either instant runoff voting or requiring 50% to avoid a runoff

Separation of church and state, line-item veto, independent redistricting/anti-gerrymandering, and why not some sort of PR (preferably MMP) while we're at it.

Explicit Right to Privacy, so the conservatives shut up.

Repeal of presidential term limits.

An amendment making it so that Senate vacancies must be filled through by-elections, like house vacancies.

My choices expand freedom more then yours.
1. Frees people from a large and oppressive debt obligation
2. Frees people from the influence of corrupt congressmen who permeate both parties especially among the Appropriation and Finance committee
3. Frees people from the largest and most illegal expansion of federal power ever enacted. Considering also that the 16th Amendment was not passed by enough states and shouldn't be in the constitution anyway and the Supreme Court has stated several times it did not grant any new taxing authority. Yet we are still blessed with the income tax and the IRS(Whoose activities border on the activities of Drug cartel).
4. Gives the unborn the most basic of the rights the one listed first in the Declaration of Independence.
5. I will concede limits freedom of states but if there are courts that say every state must recognise the marriages of MA and CA then this would restore freedom taken away by the courts. Thats why I made it conditional.

Repeal of the 17th Amendment.

Pass the Titles of Nobility Amendment

DC and Territorial Representation Amendment (to give them a single voting Representative, but no Senators, provided that they have a population at least as great as that of the least populous state, would at present give a Representative to DC and Puerto Rico.

A few off the top of my head:

Equal Rights
Right To Privacy
Balanced Budget
Abolishing the Electoral College
Repealing Term Limits
Reforming Citizenship Requirements

I'm sure there's more, I'll probably expand it over time.

It would be a terrible decision to use the Constitution to take away rights.

States rights frequently has gotten in the way of more individual freedom. (Slavery, racial equality, sodomy laws, gay marriage.. etc, etc)
