Yes, but government should not be allowed to do outsourcing. My famly can live because of that. Because of that, some customers change of company, but they have the same technician. My familial company outsource the call center and other companies outsource technical services. We are competitors, but we have the same technicians and the same call center. That is very complicated.

Why does outsourcing occur?

Clearly, a loss of immediate control occurs when work is outsourced.

However, many employers over the past twenty years agreed to "consent decrees" in which they agreed to hire and promote according to quotas rather than merit.

As they found this resulted in massive ineffeciency, they got around the consent decrees by outsourcing employment.

Thats a little bit of a loaded question. Of course they should be allowed to, saying they can't is extremely authoritarian. The question should be whether the government should encourage the outsourcing and the answer to that is no.

Of course.  I'd be in favor of the government subsidizing certain industries that have external benefits if they are located inside the US.  Silicon Valley would be a more complicated example, but a more clear example is that the US gets extra benefits if industries critical to a war effort are not import-dependent (arms is obvious, steel?).   I'll leave that up to the economists.

And of course, taking efforts to make sure our workers are competitive and more productive wouldn't be a bad thing to do (retraining programs, education) so that workers in outsourced industries can find work in industries other countries are outsourcing to the US (airplane construction, chemicals, etc).

But yes, private enterprises should be able to build the parts or the product elsewhere and import it as long as the other country is affording us the same rights and like basic stuff like that.

Yes. If we insist on having one if the highest corporate tax rates in the world and allow the unions to run the show, let them do it. They have to make a profit some how.

I am a very adamant supporter of keeping jobs here in America. As it is however, I would never allow the government to take complete control of something. That expands the government far beyond its natural limits. Since this question is worded so it causes two of my pet projects to clash, I cannot answer this question.

Maybe if the federal govt made it illegal to trade with nations that don't pass some basic "freedom" tests?

That would be the most logical solution.  Though there would be a perpetual debate as to what those basic freedoms should be.  Regardless, in such a situation companies wouldn't necessarily be allowed to outsource jobs "as they wish".  Which is why I was hesitant to vote "yes".
