Won't give it away just yet, but here's a hint: Note most of the south, and note North Dakota, and take into account this is something I've given WalterMitty a lot of crap over.

My guess was gay adoption but I looked it up and it doesn't line up.  Also, it was an awful guess because I've spent hours of my life (while listening to music) staring at adoption ads targeting gay couples on BART

And because Utah and South Carolina are unlikely to be more friendly to gay adoption than New York and Massachusetts.

I was just thinking that South Carolina is relatively gay in some ways compared to the rest of the South

I mean, what else can we guess at?  I know West Virginia allows strip clubs and I don't think there's a map out there for emo-CDs-sold-per-capita

That was my first guess, but Georgia introduced its lottery in order to get some of the revenue crossing the border to play S.C.'s lottery.

Do red states specifically forbid dry counties?

Good job Franzl. I didn't think anyone would get it.

Of course many of the red states don't ban them for pro-alcohol reasons, they simply have laws that the state is the sole authority on alcohol regulation and no county or municipality can overrule them.
