And who is to blame for this?  Clearly it's men.  What is to be done to "fix" the problem?  Maybe if we passed some sort of quota law to ensure there are an equal number of men and women in all political positions.  They work so well elsewhere.

The difference in representation between men and women is almost entirely due to self-selection bias (i.e. women are less likely to put their hat into the ring); once women make up their mind to run they perform essentially exactly the same in all respects when it comes to fundraising and winning primaries and general elections.
