I don't know of any such 'right'.  What's the regulation?  Calling a bank 'private' is a bit of an inaccuracy as well, and confuses the issue.

That said, I don't like a head-scarf one little bit.  Scarves around the neck though are good in chilly weather.

Yes, though generally I would think it to be a stupid policy, especially as it applies to Muslim religious garb. However, I can somewhat understand the policy in application to the credit union - it's essentially a bank so there would be security concerns. Still, as long as the face is exposed I don't think they should have tried to make an issue out of it.

Arguably not, since places of 'public accommodation' are prohibited from religious discrimination. The question is whether this can be construed as falling under that given the circumstances.
