1-Get a list of every single person who took a bonus.
2-Look over their records with a fine-toothed comb for any illegal activities. I have a tough time believing most of them have never one anything illegal.
3-Find anyone with any criminal record, arrest them and then try to throw the book at them.

Frankly I'd say every single executive in AIG without exception belongs in jail.
