Occasionally. But usually I just add the books to my Amazon "shopping list," and order them when they're actually released.

Amazon release dates are appallingly unreliable, anyway, so it's hard to plan very far ahead.

I've thought about it, but I have yet to. There's a preorder on a philosophy book that looks interesting, but I'd rather wait until I can buy it used.

Yes, and not just my Harry Potters!  I have three authors that I pre-order any of their new releases: JR Ward, Patricia Briggs, and Sherrilyn Kenyon.  The other authors I read, I just add to my shopping list,or pick them up while I'm out.
