Atlasia-Iraq Free Trade Bill

1. No tariffs, customs, or restrictions on movement of goods, except those that have been outlawed by the destination or interim nation, shall exist between the Republic of Atlasia and Iraq.
2. The President and other officers of the Atlasian Government shall take such actions as may be necessary to implement the provisions of this bill.

Support free trade. Could we couple this with some sort of infrastructure aid to support Iraqi government institutions and strengthen the state?

Friendly Amendment:

3. The Senate apportions $6 billion, divided evenly over five years, to the government of Iraq to serve as non-military aid for the reconstruction of institutional services. Funding may at any time be withheld by the Senate if said aid is improperly utilized.

I'm not thrilled about throwing money in that direction....but it's not something that would make me vote against the bill. The sum of $6 billion is acceptable, I suppose.
