Before I make any decisions, I would like to ask a quick question...

"1. The Federal Communications Commission, nor any other federal agency, shall have the power to regulate the content of television or radio broadcasts."

Was this bill intended to say "shall not have the power"? The lack of not would change the entire meaning of the bill, no?
