Okay, I'm confused- why is Gustaf on the ballot, and Keystone Phil and GPorter are not?

Phil missed the deadline by just a couple of hours, and Gustaf didn't drop out soon enough. The latter is silly procedure, I know.

It's not the thing itself that I thought would cost him the election, I thought it was how he handled it, which was not good.
