Right.  There are extraordinary and unforeseen events in which the government needs to run deficits, but they should be few and far between.

A balanced budget amendment would probably allow congress to run deficits if two thirds approved.

Lean no because of crises.. but we could also pass the balanced budget amendment with a clause that creates a mandatory rainy day fund that gets top priority in surplus times.
