It's a major event that serves as a starting point.  Sure, it was under a Republican when it happened, but it then sparked the War on Terror.  You have to pick a starting point somewhere.  Of course, the whole "IT'S THEIR FAULT!" mentality is stupid to begin with, but if we're going to play that game, you have to have some rules.

Besides, the guy has been vigorously against Bush and the administration in general for ages.  I don't think it's a stretch to assume that his interpretations of Cheney's motivations will largely be unflattering.  That's not to say that what he says isn't valid.  But it certainly isn't objective or whatever his official status would confer.

And I have no idea what that would be, anyway, considering that this is entirely political analysis and this guy wasn't privy to any information about Cheney that we aren't.  So why should we care?

Rules are only needed when we want to play these silly games, trying to tally who was responsible for what. The same way Bush alone is not responsible for the entire economic crisis, no President has been solely responsible for any terrorist action under their term.

That said, if we are going to play this game, 9/11 may have been the "biggest" of all the attacks thus far, but it in no way represents the "starting point" of modern Islamic terrorism.
