Define "child". Define "molest/rape".

Under the everyday definition, sure (after serving their sentence of course). Under the US legal definition, not necessarily.

Why push off there prison tab onto the AMERICIAN tax payers?

Because it doesn't have much of a deterrent effect. Think about it...if you were an illegal immigrant, would you fear going to prison for 20 years or being sent back to Mexico more?

And besides that, who can guarantee that he won't get a slap on the wrist back home, where he might be seen as a victim of the "Big Bad Americans".

Point well taken.

But our current prison system is not a deterrent.  Why should the tax payers have to foot the bill for an illegal immigrant?  

This logic of placing them in our overloaded/corrupt prison systems is a deterrent is pretty wack.

And they keep it gangsta in prison you know.

Well there is the alternative of being sentenced in the US but serving the sentence in Mexico.
In general though, a crime committed in Country X is the responsibility of Country X even if the person involved is a citizen of Country Y. This is of course obvious if the person was actually born in Country X (not a situation that can occur in the US, of course) or has lived there for a considerable amount of time (legally or illegally) and has never been in trouble with the law back home.
It's much less obvious in the case of a bordercrossing career criminal freshly arrived in the US, of course (to use the extreme counter example).
