Oregon without a doubt (either in Portland or Eugene).  I like Vermont, the Burlington metro area (if you can call it a metro area) is really close to the sexiest city in North America (Montreal), but it's too damn cold.

I love Vermont, historically and politically, but it's much too rural for me to ever live there. Portland sounds like a wonderful city though.

Obviously Portland is better in and of itself than Vermont (the rest of Oregon is of course useless), but I voted Vermont purely due to its proximity to a better country and particularly Montreal.  Good hobbyist scene in Montreal, if you're well heeled.

Hard to say, which rural area has less of a meth problem? I've heard that Oregon and Washington were pretty bad in that regard.
