Perhaps you missed the date that video was posted - April 28, 2007.   So this would be (if anything) the conception of FEMA (under Bush) of terrorists.

In addition to the hilarious errors regarding the date, the point the guy is making in the video is actually a pretty valid one that I've heard history academics espouse on many occasions. Also the narrator goes on to claim that the 9/11 attacks were committed by the federal government and that the USAPATRIOT Act defines jaywalking as domestic terrorism.

C'mon CARL, you're losing your touch. I expected better.
