I don't think so.  From what I can tell, John actually called King and gave him his absentee vote.  I can't see how Tweed could have committed fraud if that's what happened.

In retrospect, not to be a Monday Morning Quarterback, I can't believe everyone unconditionally respected a recording that we had no way of verifying the authenticity of.  That struck me as a weird decision at the time, too.

If it was for one of the major candidates, it wouldn't have gone through.  But it was for John Engle, who everybody loves, and nobody would deny him a vote.

I kinda assumed that John had either called King personally, or somehow left him a message.  I realized that that was actually very unlikely, but considering that John's vote was worthless anyway, it didn't much matter.
