No, it says not to make rash judgments. It never says to not make any judgments ever.

Luke 6:37 says, "Do not judge, and you will not be judged. Do not condemn, and you will not be condemned. Forgive, and you will be forgiven."

Right.  It's just saying "judge fairly for God will judge you with the same level of fairness, if you demand perfection, God will demand it of you.  If you judge lightly, God will judge you lightly."
