In the first quote, he's wrong, but I've heard it said before so its one of those common misconceptions. I'd like our elected representatives to be better informed, but whatever. It is true that climate varies by quite a lot for natural reasons.
The idea of looking closer at immigrants from high risk countries is pretty reasonable given that it's implemented as a way to weed out dangerous individuals and not as a way to make it more difficult for everyone from those countries to immigrate.
