Presumably in response to the Battle of Mogadishu. From that moment on, military actions under Clinton would be undertaken with cruise missiles and aerial bombings rather than with ground troops. Not that great of a strategy in retrospect, particularly when applied to the retaliation against the African bombings.

Interestingly, I believe it is hypothesized that Al Qaeda had links with Aidid, although I doubt anyone really knew/cared what Al Qaeda was at the time (Yousef and co. didn't hit the WTC under the 'Al Qaeda' name, did they?).

The terrorists note that "Americans talk all big and tough, but once a soldier dies in battle for his country, they whimp out". We must not make that mistake in Iraq.
