President's Goldwater's 1974 State of the Union Address:




Speaker Ford: Ladies and Gentlemen, members of Congress: It is my high privilege and distinguished honor to present to you the President of the United States(Standing Ovation)

Goldwater: Mr. Speaker, Mr. President, distinguished Members of the Congress, honored guests, and fellow citizens: I want to start of by thanking this great body of ours for all the work it did in passing tax reform over the past few months(Applause). Not only will it result in this nation  finally have a fair tax code but will also help our economy grow as well(Applause). We though must not get complacent, if we wanna help our economy become strong again we have a lot more to do.

First we continue to remove existing trade barriers we have not only our close allies but with nations all around the world(Applause). As we have learned time and time again whenever we decide to expand free trade our economy grows, while when we decided to go in the opposite direction our economy falters(Appluase). During the onset of the great depression, Congress had decided to pass a bill called Smoot Hawley a bill under the justification protect US jobs , but what it actually did was it made the Depression far worse. The reason the economy grows when we expand free trade is simple, one is it increases the quality of the products sold in our market due to an increase in competition and also decreases prices, both of which lead to increased consumer demand and thus our economy grows. This crisis was caused by an OPEC oil embargo and the best way we can break the embargo is by increasing trade with nations such as the UK and Iran(Applause).

Second, we must get rid of unnecessary regulations that hamper our nation's ability to produce oil. Many of the current regulations we have do not increase safety, and many our repetitive in their goals so all what the regulations do is reduce many companies ability to produce oil. Yesterday I signed an executive order that makes sure in 60 days we know all the exact unnecessary regulations that hamper our ability to produce oil (Applause) and then on that very day I will get rid of those regulations(Applause). The regulations that I am unable to get rid of due to having been passed into law by this body, I will send over that report to you so we can pass a bill that gets rid of those laws (Applause). What we must not do is impose price controls, and I cant emphasize this enough. Price controls will make our supply shortage even worse which over time will result in ever higher prices for consumers which is exactly opposite of what this nation needs right now(Applause). So for the people worried about the damage this crises will do to our nation, I tell you that if we work together to pass these laws the damage this crisis will do will be minimal(Applause).

In my opinion though not only should we get rid of the unnecessary regulations hampering our ability to produce more oil, we should get rid of every single unnecessary regulation(Applause). We also must reform the process itself so these types of regulations cant go into affect in the first place, and like I have said in prior addresses we can do that by one creating a third commission that analyzes proposed regulations that go into effect and  two we must make sure that when these unelected bureaucrats create regulations, that they are regulations that enforce current law , not create new law altogether as that is the job of Congress(Applause).

Now while domestic and economic policy is very important so is our foreign policy. A year and a half ago our troops finally came home from Vietnam after nearly 9 years of war with honor(Applause) and we have to make sure their efforts dont go down in vain(Applause). We also must make sure for the sake of our kids and our grandkids that we give our best efforts to make sure we can eliminate the prospect of nuclear war forever(Applause). The first step in doing that is by signing an arms control agreement with the Soviets and currently we have made good progress in the negotiations. Now I want to make it clear that just because the US is willing to negotiate an arms control treaty we wont agree to one unless we are sure the Soviets follow that treaty as well(Appluase). Our nation is willing to negotiate but we are not willing to surrender by unilaterally disarming(Applause).

Shah of Iran meets President Goldwater and Secretary of State at White House to talk about Oil Crises, and trade:



Brinkley: The Shah of Iran has just arrived at the White House and after posing for photos with the President and Secretary of State have now all gone in the oval office to discuss actions they can take together about the oil crises and trade as well. The President is hoping to reach an agreement which would result in an increase of oil imports from Iran in an attempt to increase the supply of oil here in the US in hopes of reducing costs.

Iran Agrees to temporarily increase its exports of Oil to the US for one year in exchange for one billion dollars  

Press Conference:


Goldwater: I am pleased to announce that Shah Pahlavi and I have come to an agreement that temporarily will increase oil imports from Iran into the US in exchange for one billion dollars.

Media Member : How long is temporary Mr.President

Goldwater: 1 year

Media Member: Then why do it if it is only for a year, why not do a long term

Goldwater: Well right now we dont have the liberty to wait the months or years it takes to pass a long term deal. Right now we need to increase the aggregate supply of oil in this nation so we can end this crises of ours.

Media Member: Doesnt spending one billion for a temporary deal go against your principals

Goldwater: We will fund this by cutting spending elsewhere


Congress Approves 1 Billion in New Expenditures, and will pay for it by agreeing to cut 850 Million from Military Spending, 150 Million from NASA for this fiscal year alone




Chancellor: Just a few days after the President agreed to the temporary trade deal with the Shah of Iran , Congress overwhelmingly voted to support the agreement and agreed to authorize the 1 billion in expenditures which were part of the deal. To pay for the expenditure, Congress agreed to cut 850 Million from the Military Budget and 150 Million from NASA but it will only be for this fiscal year


Breaking News:Arab Oil Embargo Ends



Brinkley: We have breaking news to report to you and that is the Arab Oil Embargo has officially ended and also that Israeli forces have withdrawn its troops from the west side of the Suez Canal. Despite the end of the embargo, the effects of the embargo may take many months and maybe years to resolve as oil prices which have spiked bt 400% since the beginning of the embargo may take a long time to slow down. It was also the catalyst to the current recession which also probably will take some time for us to get out of.

The President responded to the news by saying he was pleased but also made it clear that it doesnt mean that we are out of this recession just yet and it will take even longer for us to fully get back to the state of the economy before the embargo.

Goldwater's Approvals barely increase despite end of embargo

Congress Passes Legislation which will Deregulate the Transportation Industry and President Goldwater signs it into law



Brinkley: Earlier today the President signed into law pieces of legislation that will deregulate the airline, railroad, trucking industries. As a result of the Airline deregulation act: The Federal Government will remove its control over fares, routes and entry into the market and in general create a free market system in the airline industry. The railroad deregulation act means that rail carriers will have the power to set rates, establish contracts with shippers with limited ICC review powers, and gets rid of many other regulations in the industry as well. Similarly, the trucking deregulation act got rid of the government ability to interfere with Trucker's ability to set their own rates.

The President called these pieces of legislation a big step forward for this nation at the signing cermony today and said the creation of a strong free market in these industries will help increase quality and reduce prices for the average American customer.


Breaking News: Leonid Brezhnev to visit the US in June as strategic arms limitation talks reach its final step. 



Brinkley: We have some breaking news to report to you and that is the Leader of the Soviet Union has announced he will be visiting the US in the first week of June as talks between the nations on the issue of strategic arms limitation is set to enter its final stages. We are told that the US and the Soviet Union are close to making the deal and the only thing left is ironing out the details which President Goldwater and Soviet Leader Brezhnev hope to do in their next meeting in early June. One question I have Lawrence is if all is left is ironing out the details, why cant it be finished now and why does it require another meeting between the leader of our nation and the leader of the Soviet Union.


Spivak: Well its conventional of leaders to meet before any final deal is reached, and thats exactly what will happen.


1974 Midterm Election Preview: Republicans fall behind 16 points in Generic Ballot Poll,  Democratic Strategists believe historic gains  possible in midterms

Chancellor: With the economy worsening, and house generic ballot poll deficits widening  with them now down 16 points in the Generic Ballot Poll(54%-38%), many democratic strategists believe historic gains are possible in this years midterm elections.

As you know Democrats need 13 seats to win control of the house in November but that is not their only goal as they hope to create a liberal majority as well something which hasnt happened since Goldwater's election back in 1968. To do that we believe that the Democrats will need to pick up at least 46 seats in the House in this year's midterm which the Democrats last pulled off in the last Republican president's 6th year in office as well back in 1958.

Spivak: Well and my projection is for the Democrats to do that they will likely need a 9 point victory nationally in November which currently not only do they reach that mark but far above it. In fact if this number holds it is possible we could see the Democrats set a post World War Two Record in gains of more than 75 and if things get worse for the GOP it could be possible that number could go into the 80s as well.  Now the election is a long way ahead and things can change but right now things dont look good at all for the Republicans.


Chancellor: It could also be why the GOP is in a hurry to pass legislation because the next few months could be the only chance they have for the rest of President Goldwater's Presidency to pass these types of bills.

Goldwater signs Executive Order which will deregulate Energy Industry and sends Congress a list of unnecessary energy regulations which only they can get rid off.



Brinkley: President Goldwater earlier signed an executive order which will deregulate the energy industry. The three main provisions of this executive order is that one it will get rid of all existing Price Controls in the Energy Industry and two it will give states more control over energy development on federal lands within their borders and three it will increase the amount of offshore drilling permits

The President also sent Congress a list of energy regulations that he views as unnecessary but only they can get rid off.

Congress Passes Legislation which gives states more power over Welfare Programs , and President Goldwater signs it into law.



Chancellor: Congress today passed legislation that gives states the power to create work requirements for recipients. The coalition between Republicans and Conservative Democratic Senators allowed them to break a filibuster to pass this. We are told the President and Vice President personally called many senators to urge them to pass this bill and that work it seems to have paid off.

Brinkley: One thing what surprised me was how quickly this bill passed and how few amendments.This Bill passed the house committee and full House within a couple days , and then passed the senate within 3 days .  

Chancellor: Well The President wanted this type of bill to pass for a long time now, its just that they have the ability to get it done now unlike before.


Goldwater Approval's fall to new low  Democrats lead in House Generic Ballot increases even more:

Breaking News: US and USSR reach a tentative agreement to limit strategic arms. Treaty now heads to Senate for ratification  



Brinkley: We interrupt regular programming, to bring you major breaking news, and that is the US and the Soviet Union have come to a tentative agreement to limit the number of strategic arms both nations have in their arsenals. Currently President Goldwater and Soviet Leader Brezhnev are going to sit down to sign the treaty, and afterwards, this treaty will head to the Senate for ratification.

Details of Treaty:

- Freezes number of strategic ballistic missiles at current levels
 
- US and USSR are only allowed to make new Submarine-launched ballistic missiles after the same amount of ICBM and SLBM launchers have been dismantled

- limits ICBM's that are in range

- Limits deployment sites protected by AMB systems to one each


President Goldwater's statement after signing of Arms Limitation treaty:

Goldwater: Today is a great day for not only our nations but a great day for the world as a whole. The treaty we signed today will reduce the possibility of mankind being destroyed by a terrible war, and I hope it is a beginning to a new era of world peace. The first half of this century was defined by two horrible world wars , and third quarter of this century was defined by fear that is World War Three ever takes place it could destroy all of humanity and it is my hope the next century can be defined by the exact opposite. Thank You Very Much and May God Bless all of us.

Brinkley: Now lets go over to our Tom Brokaw who has news about the status of the Senate in all of this

Brokaw: We just got word from the Senate Majority Leader that he hopes to put this treaty up for a vote by the end of this month or the beginning of next month. I also asked the Senate Majority Leader if the debate over the Energy Deregulation Act would delay the ratification of this treaty and he said no as he mentioned that the full Senate will be voting on it in just a few days and since the bill coming up for the vote is the same version that the House voted for a couple of weeks ago, that it wouldnt need to go through the reconciliation phase.


Senate passes legislation which deregulates the energy industry and President Goldwater signs it into law:


Brinkley: As Expected the Senate earlier voted to pass legislation which will deregulate the energy industry and the President signed it into law. Now most of the things this bill does which just really makes the executive order the President signed into official law, which means any future President cant just reverse the executive order with a stroke of a pen anymore. So here are some of the details of the new law

Details of the Energy Act of 1975 :

- Limits amount of time that energy price controls can stay in effect without a vote by Congress to 60 days.

-Gives states more control over energy development on federal lands within their borders

- Increases Amount of Offshore Drilling Permits issued by 10%(This Provision Expires in 10 years)

- Gets rid of many non-safety regulations that prevent the creation of new nuclear power plants

Brinkley: As for that last point, the law makes it clear that all current safety regulations will remain in place


Breaking News: Senate Ratifies Strategic Arms Limitation Treaty



Brinkley: Earlier today the Senate by a margin of 95 Yays to 1 Nay voted to ratify the Strategic Arms Limitation Treaty signed by the US and the Soviets earlier this month. The one senator who voted Nay way Senator James Allen From Alabama.


Goldwater's Approval skyrockets back into the positive range after news that treaty has been ratified:

Goldwater's Approval:

Approve: 50%(+15%)
Disapprove: 47%(-17%)


House Generic Ballot:

Democrats: 50%(-4%)
Republicans: 42%(+5%)

Chancellor: As expected the President's approvals which had fallen to new lows last month, skyrockets back up into the positive range after the ratification of the treaty. Congressional Republicans too got a bump but still are behind by 8 points in the polls , which our top analyst believes would still result in them losing over 40 seats in the House in this year's election.

Breaking News: Supreme Court Justice Alexander Bickel to resign after being diagnosed with cancer

Brinkley: We have some breaking and some sad news to report to you and that is Justice Alexander Bickel has been diagnosed with cancer. Justice Bickel announced that due to the diagnoses he will be stepping down from the court immediately. The President reacted to the news today with this statement

Goldwater: Today is a very sad day as we learned today that Justice Alexander Bickel has been diagonsed with cancer. Justice Bickel is one of the smartest people I have ever known but also one of the most honorable as well and it breaks my heart to know that this terrible disease will inflict such pain on this man and rob him of his livelihood as well. All we can do now as a nation is pray for him and hope he can beat Cancer .

Reporter: Have you started thinking about who you will nominate to fill Justice Bickel seat

Goldwater: No I have not and that question with due respect, is an inappropriate question in a time like this. Right now our minds should be thinking about Justice Bickel and giving our prayers for him and not about who should replace him. We have plenty of time before the next session of the court starts to discuss that matter, but right now is not the time to do so.

Brinkley: Leaders from both sides of the isle issues a joint statement today offering their thoughts and prayers to Justice Bickel and praising his intelligence and integrity


Congress Passes Bill which will increase Presidential Authority on the issue of Trade




Chancellor: Earlier today , Congress passed a bill which will increase Presidential Authority on the issue of Trade and the President announced he would be signing the bill into law. The main provisions of the bill are the fact that it  Gives President ability to set tariffs or remove them,
Gives President Fast Track power for the President to make it easier for the President to negotiate trade agreement(This provision expires in 5 years).

Brokaw: David We are told the current frontrunners out of the 4 for the Job are Arizona Supreme Court Chief Justice James Jack D.H Hays and Appeals Court Judge Joseph Sneed. The President is expected to make the appointment within 2-3 weeks and the Senate hearings are expected to start a week or two after that . So despite worries by people that the next session of the Court may start with only 8 judges, a senior advisor in the White House told me not to worry and said we have the time.


Barry Goldwater visits Mexico City for Bi-Lateral Trade Talks

Brinkley: President Goldwater along with Secretary of State Richard Nixon, California Governor Ronald Reagan , and governors and former Governors of many other border states are visiting Mexico City for bi-lateral talks with the Mexican Government.

Our reporters talked to President Goldwater before he flew to Mexico City, and he stated that he believes that due to the US and Mexico being neighbors that it is imperative that we have good relations with each other and says that a trade deal is one of the best ways to make that happen.
Governor Ronald Reagan believes that these talks are hopefully the first step in the goal of having a trilateral trade deal with involves the US, Canada and Mexico, but right now agrees that having a bi-lateral deal is a good first step.

Chancellor: One problem though with that is Mexico strongly believes in remaining a non-aligned nation in the Cold War which may make getting a deal harder. So if their is to be any deal, I believe that President Goldwater will have to accept that fact, and doing so may anger many in his party.

 

Goldwater nominates Arizona Supreme Court Chief Justice Jack D.H Hays to fill former Associate Justice Alexander Bickel's Supreme Court seat:



Goldwater: It is my pleasure today to nominate the Chief Justice of the Arizona Supreme Court, Jack D.H. Hays to the United States Supreme Court. Justice Hays has had a long distinguished career : first by serving this great nation of ours in World War 2, then serving the great state of Arizona as a member of their House of Representatives, then spent 7 years being an assistant United States attorney, spent 10 years as a trial judge in Maricopa County, then lastly spent the last 5 years as a justice of the Arizona Supreme Court. He has done a great job in every one of those positions and will be a great justice on our nation's highest court.

Hays: I want to start of by thanking President Goldwater for giving me the honor of serving this nation as a justice on the Supreme Court. Being the person to fill former Justice Alexander Bickel's Supreme Court seat won't be easy as he was one of the smartest and most honorable Supreme Court we have ever had , and it breaks my heart to know what he is going through and our nation will miss having such a great person represent them on the highest court on the land. His tenure on the highest court may have been short but his legacy will live on for generations to come, and I hope that I can live up to it.


Democrats Generic Ballot lead falls to 4 points as Republicans enthusiasm increases:

House Generic Ballot:

Democrats: 49%(-1%)
Republicans: 45%(+2%)


Chancellor: Every Season of the Year has seen a clear victory for one of the parties with Winter and Spring going cleary to the Democrats and with Summer being won by the GOP. Now we enter the main part of the campaign season where we expected it to be last year with Democrats having the advantage.

So If you are a Democrat its not panic time, because looking at this poll: Democrats are still at 49% and it wont take much to get them over the 50% mark. The question is if the Republicans can get over te 45% hurdle though because if they cant this midterm very well may be a Wave for the Democrats

Every time I want to try, I give up in fear of not being able to do a good job at it, and I always just end up making maps and ideas. But never going full out with it. One of these days, I should give it a try. I feel like I have an alternate universe idea for nearly every election post like 1916, but I just don't know which ones would even be the most interesting either

Every time I want to try, I give up in fear of not being able to do a good job at it, and I always just end up making maps and ideas. But never going full out with it. One of these days, I should give it a try. I feel like I have an alternate universe idea for nearly every election post like 1916, but I just don't know which ones would even be the most interesting either


I think you just choose an alternative scenario you are interested in and if you need help you can go to the stickied TL page as there are many options there, then outline the TL(and also decide if you wanna do week to week posts or month to month as well). Once you do that you can start writing each update in the TL and now with the Save Draft option , it can give you more time to do the updates.


I hope you try it out because I think you would do a good job

Goldwater Signs a bill that reforms regulatory process from small businesses   :



Brinkley: Earlier today President Goldwater signed the Small Business Regulatory Reform act into law.What it does is : creates an office in the SBA which assess impact of regulations on small business and have the power to make proposals to get rid of ones that stifle small business , require federal agencies to analyze impact of regulations on small businesses and seek alternatives for them if impact is signficant, and lastly it also makes many of his executive orders which got rid of many regulations on small business into law.


Senate Confirms Arizona Supreme Court Chief Justice Jack D.H Hays to the Supreme Court:



Brinkley: Earlier today, the Senate Confirmed Arizona Supreme Court Chief Justice Jack D.H Hays to the Supreme Court by an overwhelming margin. He will be sworn in by Chief Justice Warren Burger and Former Justice Alexender Bickel shortly before the new session of the Supreme Court begins and then will officially become a Supreme Court judge.


Polls show Republicans momentum halted

Goldwater's Approval:


Approve: 51%
Disapprove: 47%(-1%)

House Generic Ballot Poll:

Democrats: 50%(+1%)
Republicans: 46%(+1%)

Chancellor: After the Generic Ballot Polls showed Republicans within 1 point two weeks ago, the Democrats have once again increased their lead back to 4 points like they had in end of last month

Chancellor: With less than a week to go from election day, today will be a special one-hour edition of NBC Nightly News where we will devote the first half hour to give you a preview of election day. Before we start though I just want to let you know the map behind us is not a map of the current makeup of Senate or Governors but rather just a test we are doing to see if everything is working. Ok David lets first start with the Senate


Brinkley: First lets see the current map of this class of senators. So lets get the map behind us to switch to that .

Colorado: Senator Peter H. Dominick(R) vs Mr. Gary Hart(D) - Likely Dem Gain

Chancellor: Now lets go to the major state races in California the largest race where Dems are hoping to make a comeback which they hope can lead the ground work for the state being a tossup in 1976

Brinkley: The Dems this year according to state polling agencies are expected to take back the State legislature, the House Delegation and are hoping to capture every lower level state wide race this year. What we mean by that is that every statewide race except Governor, Lieutenant Governor and Senator.

Chancellor: Yes and out of the 3 upper-level statewide races the Lieutenant Governor race is the closest but currently Congressman Barry Goldwater Jr, the son of the President holds a 5 point lead over his Democratic Rival.


Brinkley: Lastly Lets leave off with national polling numbers and we will use that to explain the House results for this year


Goldwater's Approval:
Approve: 49%(-2%)
Disapprove: 49%(+2%)


House Generic Ballot:

Democrats 52%(+2%)
Republicans 45%(-1%)


Chancellor: Now Remember Democrats need just 13 seats to take over the House but most people believe a gain that low would give the Republicans still a Defacto Majoirty with the Conservative Coalition. So now lets look at more or less the Goals of each party


Democrats: Gain 45 or more seats to gain an outright liberal majority in the house  
Republicans: Keep losses under 30 seats to keep a conservative majority in house


So the real test is these numbers here if the Democrats get 45 or more they win , if they get less than 30 they pretty much lose, if its in-between well then it will be a draw.

Brinkley: Good Evening and Welcome to NBC News's coverage of the 1974 Midterm Elections where voters acorss the nation will decide who will control congress over the next 2 years along with whom their governors will be in many states. The first polls of the night have closed and we can project that in Kentucky- Senator Katherine Pedan will be reelected, in Georgia - Senator Herman Talmadge will be reelected by a comfortable margin, and in South Carolina- Senator Ernst Hollings will be reelected also by a comfortable margin . We now will color those states red in our map and we will use that color whenever a Democrat is declared a winner tonight .

Currently We are unable to make a projection in Vermont, New Hampshire, Flordia and Indiana so we will color those states in yellow for now.



Republicans: 34

Chancellor: We have also some projections to make in the Governor's races, and right now we can project that in Florida- Governor Reubin Askew will be reelected, and in Vermont- Governor Thomas Salmon will be reelected . In New Hampshire - we can project that Governor Meldrid Thompson will be reelected as well so we color that state in blue along with any state the Republicans win tonight . Currently, we are unable to make a projection in Georgia and South Carolina



Brokaw: So far its gone like we expected but I believe we should know the overall picture of the Senate earlier than we usually do given that 40% of the close races closed their polls in the opening hour.

Brinkley: The polls have just closed in Ohio and North Carolina and we can project that in North Carolina , Senator Robert Morgan has been reelected . We are currently unable to make a projection in Ohio

For the Gubernatorial Races, we can project that in Ohio - Governor John Gilligan has been reelected and in South Carolina - there will be a Republican Governor for the first time since reconstruction as State Governor James Edwards has defeated his Democratic opponent




Chancellor: While most people believed that Mr.Edwards would indeed be the winner, its still huge as he is still the first Republican to win the gubernatorial office in 100 years.

Brinkley: it's 8:00 PM in the East and we have some major news to project

Breaking News: Democrats Win Control of the House of Representatives



Brinkley: And further more we can project that Democrats will gain anywhere between 35 seats and 55 seats which means that not only will the Republicans lose the house , but conservatives will no longer have an outright majority for the first time in the Goldwater Presidency. Now its just see whether or not the liberal get the majority or not . Now we also have a huge block of poll closings for the Senate and Gubernatorial races, so lets get right to that.

NBC News can now project that in Alabama - Senator James Allen will be reelected, in Connecticut- Senator Abraham Ribcoff will be reelected , in Illionis- Senator Adlai Stevenson III will be reelected , and in Missouri- Senator Thomas Eagleton will be reelected .

The Senate seats where we can project where the Republicans will win are in Maryland - where Senator Charles Mathias will be reelected , in Oklahoma- Senator Henry Bellman will be reelected and in Pennsylvania- where Senator Richard Schweiker will be reelected

The races where we are unable to make a projection are in Kansas



Republicans: 37
Democrats: 41

Chancellor:In the Gubernatorial Races we can project in Alabama- Governor George Wallace will be reelected, in Connecticut - Congresswomen Ella Grasso has been elected, in Maryland- Governor Marvin Mandel will be reelected, in Massachusetts- the Democrat Michael Dukakis will unseat the incumbent Republican Governor Francis Sargant, and in Pennslyvania- Governor Milton Shapp will be reelected

We can also project that in Michigan- Governor William Millikan will be reelected , in Oklahoma- Former Congressman Page Belcher will be elected,

We are unable to make a projection in Kansas , Maine, Tenneesse and Texas



Chancellor: Now back to our projection of Democrats taking the house it is a major projection especially the fact that they will gain at least 35 seats. This means that over the next two years the President and the GOP wont be easily able to assemble a conservative coalition to get get their agenda past and that means they will need more moderates in the coalition.

Brokaw: If Democrats get 45 that even wont be possible

Chancellor: Yes if Dems gain 45 or more seats then there will be a liberal majoirty in the House and the President's agenda will be halted. Now the question is the senate and whether or not the Democrats can take over the chamber. Currently they hold leads in IN,OH, FL, and VT while trail in KS and NH. In Ohio for example the Dems strength comes from a dominant performance in Cleveland Metro an so far a sweep of every county in Eastern OH with the exception of the very Republican Washington County.

Florida seems to be a nailbiter which may not be decided until the last moment.

Brinkley: The polls have now closed in Arkansas, and we can project that Governor Dale Bumpers will be the next Senator of the state of Arkansas. We can also predict that Senator Bob Dole will be reelected as Senator of the state of Kansas



Republicans: 38
Democrats: 42


Chancellor: And in the Governor's races we can project that Former Congressman David Pryor will be the next Governor of Arkansas




Chancellor: So Tom how are the undecided races going so far

Brokaw: Ok this is what we got from our election team

New Hampshire: Currently the Republican is leading in the bellwether counties of Merrimack and Hillsborough , and putting the margins he needs in the Republican counties of the states. So currently I would say he is the favorite  

Vermont: Currently Leahy is up in counties such as Washington and Chittenden so  if those holds he will become the first Democrat to ever be elected as Senator of Vermont

Ohio: Currently The Democrat Mr.Glenn has put up a very strong performance in NE OH, winning every county there but Geauga and even is sweeping all of Eastern Ohio as well with the exception of Washington County. At this moment I would say Mr.Glenn is favored

Indiana- Currently Governor Branigin has had a strong showing in South Indiana and is winning counties such as Deleware so currently I would say the Democrat is favored

Florida: This one is extremely hard to call as Congressman Stone like any Democrat is getting the performance he needs in the Panhandle , while the Republicans are having a very strong performance in Central Florida and in SE Florida, Congressman Stone is winning Broward while Mr.Eckerd is winning Miami-Dade so it looks like it will come to Palm Beach where I have heard both candidates keep trading leads.

Chancellor: What has occurred in the North East tonight has been stunning, the Republicans have lost 6 house seats in New York, lost all 4 seats they held in Massachusetts , 3 more in Pennslyvania. Add that to all these Governors and state legislature seats lost in the North East , and you can say 1974 was a disastrous night for the North East GOP.

Brinkley: Yes it pretty much is

Brinkley: NBC News is now able to make some more projections and we can now project that in Ohio- Mr. John Glenn has unseated Senator John Brown , in Vermont - Patrick Leahy will be the first-ever Democrat to be elected to the senate from that state. Lastly in New York- we can project that Senator Jacob Javits will be reelected

Democrats: 46(-3)

Brinkley: John what can you tell us abut states like Texas and Georgia

Chancellor: Well in

Texas- Governor Paul Eggers has had a strong showing in the Dallas Metro and Houston Metro like he needed along with North Texas but the Democrat John Hill is performing really good everywhere else so this will come down to raw numbers

Georgia: Here Dem as the lead with strong performances in the Rural Areas in the State and in Fulton County. Lets see if that holds up though

Brinkley: Now with us is Former New York City Mayor John Lindsay. I know you are a Democrat now Mayor Lindsay but what is your thoughts about the fact that so many North Eastern Republicans are losing tonight

Lindsay: I cant say I am surprised, the fact is many Republicans in the North East with the expcetion of states like New Hampshire are similar to me ideologically, in the fact they are Liberals, and the fact is the party as a whole over these past 6 years has moved far to the right so its clear that they dont represent the voters here anymore, so the voters here punished the party about it.

Chancellor: Many people though dont believe the party itself has moved in a uniform conservative direction, its just that the leader of the Party, President Goldwater, is very conservative.

Lindsay: I disagree, and I think at this point there really is very little chance to bring the party back to where it was in the 50s and 60s and we just have to accept that. That is one reason I changed, and I dont believe this trend was surprising. The fact is the Republicans were a very conservative party uptil the 1930s , it was just defeat after defeat in the 1930s and 40s what I would say caused them to move left.

Now the fact is Republicans are realizing they dont need the North East anymore or Urban Areas in the Midwest anymore because the South and the Midwestern Suburbs along with the West made it possible for Conservatives to have a winning coalition again , and now that has happened I think the GOP will move more and more in a Conservative direction.

10:25 PM:

Chancellor: NBC News can now project that Former Congressman Ray Blanton will be the next Governor of Tennessee meaning the Democrats will now have picked up a total of 2 seats so far tonight.




Brokaw: I just go the recent county data , for the Georgia Gubernatorial Election and now Former Congressman Bo Callaway now has taken the lead thanks to strong margins in Atlanta Suburban Counties such as Cobb, Gwinett , Fayette and Douglas , winning 48% in Fulton , winning many Rural Areas in the Northern Areas of the State and reducing the margins in the Southern.

So now if these numbers hold Congressman Callaway, the Republican, will be the next Governor of Georgia.


10:35:

Brinkley: NBC News can finally project a winner in the Indiana Race and it will be the Democratic candidate Former Governor Roger Branigin. Ths victory moves the Dems up to 49 seats and that means if everything goes as expected the Senate will likely be officially theirs in less than half and hour when Washington and Hawaii close.




Republicans: 43(-4)
Democrats: 49(-4)


Chancellor: So how is Florida doing

Brokaw: The situation hasnt changed in Florida, both candidates keep trading leads and it still seems to come down to Palm Beach County. This Senate race will likely not be called tonight and may take days for the final results to be tallied in.

Chancellor: NBC News can now project that Former Congressman Bo Callaway will win the Georgia Gubernatorial Race, and will become the first Republican Governor of the state since reconstruction.




Brokaw: Its a huge upset, because while people believed from the onset Congressman Callaway would make it close, nobody gave him much of a chance to win but it happened.

Brinkley: Its 11 PM in the East and NBC News is ready to make a major projection

Breaking News: Democrats win control of the United States Senate


Brinkley: This means that Mike Mansfield will be once again the Senate Majority Leader . The reason we are able to make this projection is because NBC News is able to project that Seantor Warren Magnuson will be reelected in the state of Washington and Senator Daniel Inouye will be reelected in the State of Hawaii. Due to this this moves the Democrats up for 49 seats to 51 seats , thus they will have an overall majority.

NBC News though can also project that in California- Senator George Deukmejian will be reelected and in Oregon- Senator Henry Myers will be reelected.



Republicans: 45(-4)
Democrats: 51(-4)

Chancellor: NBC News can now project in the Gubernatorial Races that Governor Ronald Reagan, who likely will be one of the top contenders for the Republican Nomination next time , will be reelected to a third term as Governor of California. In Hawaii - NBC News can now project that Lieutenant Governor George Ariyoshi will be elected as Governor.

We are unable to make a projection in Oregon at this moment




Brinkley: Barbara Walters the host of the Today Show will be joining us for the rest of the night now. So Barbara what are your thoughts on the night so far

Walters: I dont think the results of the Senate are surprising, as Democrats only needed one seat to take back the chamber , but the House so far has. I dont think many people believed that Democrats could get a gain of over 40 and they did but it has happened and now it looks likely that the Liberals will get an outright majoirty as well.

Chancellor: Yes lets pull up the latest House Projections Map

Democrats: 249(+44)- 258(+53)
Republicans: 177(-53) - 186(-44)

Chancellor: Democrats just need to pick up one more seat to get that outright liberal majoirty . Now something I want to talk about is California yes Governor Reagan and  Senator Deukmejian won easily and it seems like Congressman Barry Goldwater Jr, seems likely to be the next Lieutenant Governor but California Democrats still are having a great night. They won control of both houses of the State Legislature, now have a majority in the State's House Delegation , won the Secretary of State, Treasury office are likely to win the Controller office as well and maybe even the Attoreny General office. So if you are a California Democrat , tonight is a good night as well.

Brokaw: I agree

11:27:

Brinkley: We have braking news to project and that is Democrats have gained the 45 seats they needed so now we can make this projection

Liberals win Ideological Majority in House
So what do you think this means for Washington, as now you will have one brach controlled by conservatives and others by Liberals

Chancellor: I think it probably means the Conservative Agenda , at least for the next 2 years will be brought to a halt. There is no way a congress like this would pass a bill that block grants 1 programs, let alone gives states even more power over government programs, or pass further deregulation bills, and spending cuts will be off the table as well. What likely will happen is we will just see pass budgets what keep the status quo after much fighting and maybe a few vetoes by the President, and passing of the type of bills that are noncontroversial.

So I would say except a lot of Vetoes over the next two years and maybe even Gridlock as well


Brokaw: One part where I disagree is the conservative agenda, will be brought to a halt. There are still many things the President can do with executive orders to advance his agenda and also cement in the parts of his agenda he has part.

Chancellor: I agree with you on the cement part, thats why I said halt not move backwords or forwards. On the executive orders , while that is true , those would just be temporary solutions and if a Democrat wins in 1976 those executive orders will be wiped away within the first couple weeks.

Walters: I think there can still be some compromise like on issues like Trade. There are a growing amount of liberals who support free trade now so those deals likely would pass.

Chancellor: Well I agree but remember those likely would pass even if you had a Liberal Republican in the White House .

Brinkley: We have another projection to make and that is President Goldwater's son, Congressman Barry Goldwater Jr, has been elected as the next Lieutenant Governor of California.

Chancellor: Well there will be something the White House can celebrate tonight

Chancellor: NBC News is now ready to make a projection in 3 governors races and we can now projection in Texas- State Attorney General John Hill will unseat Governor Paul Eggers, in Oregon- Former State Treasurer Robert Straub will be the next Governor and indepedent  Businessman James Longley will be the next Governor of Maine




Chancellor: The Reason Attoreny General Hill was able to pull a win off in Texas was thanks to a strong performance in East Texas, El Paso , Southern Texas, winning 57% of the vote in Travis and reducing Republican margins in Harris and Tarrant.

what would be interesting is to see a Reagan/Brooke ticket in 1980 (Reagan considered it in 1968) if Brooke re-election. It would be a great opportunity to show how much America has changed by electing the first AA VP.

Brinkley: The polls have just closed in Alaska and NBC News can now project that Senator Mike Gravel will be reelected. NBC News can also project that in Nevada- Congressman David Towell will be elected



Republicans: 46(-3)
Democrats: 52(-3)

Chancellor: In the Alaska Governor Race we currently are unable to make a projection but in New Mexico - we can now project that the Republican, Former State Senator Joe Skeen will be the next governor of the state




Brinkley: now with us is soon to be Senate Majority Whip, Robert Byrd . Senator Byrd what is your reaction to the results tonight

Byrd: I think its a clear sign that the American people are tired of the anti-union, pro-corporate, pro wealthy agenda of the Republicans and elected us to put a halt on that for the next two years, and move back to a pro-worker agenda. 

Brinkley: Many people are wondering due to the fact that the Congress will be Controlled by Liberals over the next two years, if anything meaningful be done

Byrd: I beleive the President and Congress can do a lot together over the next two years and I will be willing to work with him but I will not be ready to sacrifice the core principals of what this great party is supposed to stand for, if thats the only way to get things done.

Brinkley: What about a potential judges particularly the Supreme Court , many in your own party are worried that if a liberal is replaced by the President, the Supreme Court would have one ideological majority dominating it.

Byrd: Well if that happens, the Senate will do the job of advising and consent but I can tell you that I dont think it would be good for the nation for the court to have the court have an ideological majority on it so I would do all I can to make sure a nomination that would do that doesnt get approved. People may say it is partisan but I disagree, I think its the duty of the Senate to make sure such a thing doesn't happen in the first place because if it does then the courts risk becoming partisan as well which would be bad.

Brinkley: Thank You for coming on Senator Byrd

Brinkley: Lets go back to our house projections for the night and currently NBC News is projecting that the Democrats will pick up anywhere from 48 to 51 seats tonight

Democrats: 253(+48) - 256(+51)
Republicans: 179(-51) - 182(-48)


Now on the phone with us is California Governor Ronald Reagan who was re-elected to a third term tonight. Governor Reagan congrats on your victory tonights

Reagan: Thank You, David

Brinkley: Governor Reagan what are your thoughts on how the night has gone overall tonight

Reagan: Well it certianly has been a really good night for the Democrats, and as a Republican, I am disappointed at how badly the Republicans have done tonight in Congress.

Brinkley: Do you think there could be much work done over the next two years given the fact that Congress now will be in control of not only Democrats but liberals as well

Reagan: Yes I do, David, if you remember during my first term the Democrats, were the ones who controlled the legislature but we got many important bills passed in my first term. So I do believe things can get done

Brinkley: The difference though is you werent term-limited like the President is

Reagan: That is true, but the reason I believe there is much that can be done is that much of what the President proposes isnt partisan or only supported by conservatives but is supported across the ideological and political spectrum. An example of this is Pork Barrell spending where polls show its unpopular among liberal and conservative voters and it is simple, its cause they recognize Pork Barrell Spending is used for political favors and nothing else.

Brinkley: What do you think about Senator Byrd comments on that he will fight the President if he nominates a judge he considers to right wing for the Supreme Court

Reagan: Well it isnt a surprise, but I think that the President should be able to get any qualified nominee approved by the Senate regardless

Brinkley: So last question , are you gonna run for President

Reagan: As I said when this question was asked to me during this year's gubernatorial campaign, I said that I havent made a decision on that yet and wont make a decision till the fall of next year.

Brinkley: Thanks for calling in Governor

Reagan: Always

Brinkley: NBC News is now able to project that in South Dakota- Senator George McGovern will be reelected . NBC News is also saying that due to the fact that the margin in the Florida Senate Race is under 100 votes , that there will be no projection made for the Senate race so the status of the race will be in doubt until a winner is officially certified by the Florida Secretary of State.

In Alaska's Governor race, we wont be able to make a projection either at this time but as long as the margins dont end up too tight, the network should be able to project a winner for the race before the start of the Today's Show. That will warp up our coverage of the 1974 Midterm Elections, thank you for joining us tonight and we hope you will tune in for NBC Nightly News .

Midterms are a Disaster for North East Republicans:

Brinkley: While Republicans lost seats in the house in every region of the US , no region did it hit worse than the North East where Republicans have lost a stunning 7 house seats in New York, lost all 4 seats they held in Massachusetts , 4 more in Pennslyvania, 3 in Maryland and New Jersey , lost 1 in Connecticut and Maine for a grand total of 23 seats lost in just the North East. Add in the fact they lost a Senate Seat in historically the most Republican state in the county: Vermont and they have been reduced to only 1 Gubernatorial Seat in the region, last night was you could say a wipeout.

Chancellor: It sure was and the answer former New York City Lindsay gave to us I believe is key, he said that many Republican voters in the North East are Liberals and arent a fan of the conservative Western turn the party has taken over the past 6 years  and due to that they voted on ideological terms last night and the Republicans were wiped out .

The North East wasnt the only area though where Republicans took unusually high losses , they lost 4 seats in Indiana,  5 in California , and 3 in Illionis and Michigan for another 15 losses in just those states.

Democrats make major inroads in California:

Brinkley: As we told earlier , Democrats gained 5 House Seats in California which means the House Delegation will go from 22-21 Republican to 26-17 Democratic next year  , and they took back control of both houses of state legislature. They also won the Secretary of State , Attorney General , State Treasurer and State Controller positions .

Chancellor: Yup if you are a California Democrat, yesterday was a great day for you even though top top level offices all handily went to the Republicans. The fact is now they will have a lot of power in the state again and maybe could use this momentum to potentially contest the state in 1976 and maybe win it if Ronald Reagan or another Californian isnt on the top of the ticket.
