Why hasn't the Bush administration proposed a constitutional amendment to repeal the 16th amendment?

he can't pay for it as it is. $540b = 25% of the 10 year projected deficit.

The amendment made it constitutional, which is why it must be repealed.  The question is again raised as to why Bush hasn't proposed a repeal to the 16th amendment instead of wasting time on f****ts.
