It's kind of like the healthcare plan. Americans approve of the individual aspects, but not of the whole thing combined. Similarly, if you ask people if they approve of the 'Bush economic platform', they will say they don't. When you ask about the individual points of what Bush did, more will approve than disapprove. So, yes, it is a winner.
