Big lies I can think of:

Wilson: No involvement in the War
FDR: States rights and spending cuts (And no, ag, he didn't propose the new Deal by accident)
Nixon: A secret plan to win the war
GHW Bush: No new taxes
Clinton: A middle class tax cut

I only approve of FDR's lie, since his actual plicy was better than his proposed policy.  Regardless of whether their policies or promises were right or not, Wilson and Nixon lied about matters of war which is almost always wrong.  The other Presidents put policies into place that were harmful, whereas their promise had been for a policy that was good.
