Definitely FDR. A 25% reduction in spending takes the cake.

Here are some Bush ones (too lazy to find the actual quotes). Some are more hypocritical than a lie. 

Bush called on the President (Clinton) to have an exit plan (from Kosovo). Bush railed against nation building.
Bush said that he'd preserve the lockbox too (which meant not borrowing money from SS). In 2000, there was an $87B surplus. We're now running somewhere around $600B a year deficits ($160B of which is borrowed from SS).
