Some idle thoughts: assuming this report is true, the number of people aware of this must have been very small.  I wonder who leaked it to CNN, and what their motivation was?  Could it be a deliberate leak on a Friday night to make people sweat and possibly do something stupid over the weekend?

Colluded with the Russians. “No person shall knowingly solicit, accept, or receive from a foreign national any contribution or donation prohibited by [this law].” By soliciting information from the Russians and accepting it, he broke the law. Even if no information was received, big if given Mueller probably knows more than we do, he still had the intent to collude. It's like saying that someone's not guilty of murder because the victim lived-there's a such thing as attempted murder.

According to your link, something more is required: at least "substantial assistance" to the foreign spender in providing this "thing of value."

This can be about goods and services, such as ai travel or food.

But not truthful information.

If the "truthful information" is a "thing of value" under campaign finance laws - this would create serious constitutional problems.
