Washington was no more a non-interventionist in foreign policy than G W Bush was a conservative in fiscal policy.  He spoke the talk, but only as a cover for what he was really after.  In Washington's time as President, if America had gotten involved in European affairs it would have been on the side of the French, and Washington and the other Federalists were no fans of Revolutionary France.
