Running a negative campaign hurts the candidate running it many times, though not quite as much as it hurts the person they are attacking. I would assume it would hurt you a bit, but Joe gets to make the call.

No, just the person you're attacking.  But don't forget that credits spent on attack tokens are gone for good, and then of course there's the risk that your victim will retaliate...

I think the fact that attack tokens can't be won back is what simulates that effect.

Just a quick FYI:  I'm going to simplify things a tiny bit by rounding everything except percentages to the nearest whole number.  It shouldn't make any difference unless there's a tie; in which case I'll bring back decimals in those cases.  Percentages will remain using one decimal place.
