For comparison, here's a muon rules version from 2014. There are no chopped counties and the Little Rock UCC is kept intact. The range is only 2129.
Your map is fine, but not as pretty as the equivalent 538 map I don't think. Presumably yours has fewer chops however.
Mine has no chops.
The issue is whether the 538 map has any chops. 
. Maybe it is apples to oranges, if the 538 maps have absolute population equality between CD's. Different rules of the road lead to different results.
538 maps appear to have n-1 cut counties with no attempt to reduce chop size,
