I don't support either of these practices, but the penalties are excessive.

They're meant to be discouraging. Tongue

Why so vague?

Not really vague, but more allowing a range of punishment.  I for one do not believe in mandatory minimums which is what this would be without the amendment.  I hope the Senate adopts the amendment.

Also, 1) seems constitutional (kind of), but under what power would the Senate be authorized to legislate the second one.

A range that would include no punishment at all.

This bill does not "ban" canine meat.

This bill does not "ban" canine meat.
please explain. that's what it looks like to me.

It says commercial production. It says nothing about hunting wolves, for example.

Angry

I offer the following amendment, then:

Canine Protection Act
SECTION 1:
1) The commercial production, sale, and purchase of canine meat is hereby criminalized.
2) Any restaurant found selling dog meat shall be fined up to $1,000,000 per violation and may be ordered closed if unable to pay the fine. In the case of a repeated violation, the restaurant must be closed.

SECTION 2:
1) The practice of "docking," defined by cutting or trimming the tail or ears, a canine is hereby criminalized.
2) Individuals and businesses shall be fined up to $10,000 per violation. If they are unable to pay the fine, they may be ordered to shall face up to two weeks in jail per violation.

How about a three strikes you're out deal? Increasing fine on the second offense and outright closure on the third?

This isn't baseball.

I object on the basis that it conflicts with the first sentence in the same clause, and would ask Senator bgwah to consider keeping the fine for the first violation and prohibition of that owner continuing to operate any restaurants for any following violations.

Can you please clarify? My amendment is merely meant to ensure the restaurant is closed on the second violation.

Oh, I think I understand what you're saying. What about this?

Canine Protection Act
SECTION 1:
1) The commercial production, sale, and purchase of canine meat is hereby criminalized.
2) Any restaurant found selling dog meat shall be fined up to $1,000,000 per violation and may be ordered closed if unable to pay the fine. In the case of a repeated violation, the restaurant must be closed and the owners prohibited from operating any other restaurants.

SECTION 2:
1) The practice of "docking," defined as cutting or trimming the tail or ears, a canine is hereby criminalized.
2) Individuals and businesses shall be fined up to $10,000 per violation. If they are unable to pay the fine, they may be ordered to shall face up to two weeks in jail per violation.

I object. There's no need for mandatory punishments that don't take into account the particulars of the case.

Would that ban wolf-hunting? It wasn't my intention to regulate hunting with this bill.

Yeah. We are really dealing with a lot of useless crap these days. Let's vote on this and move on. I say that in the nicest possible way. Tongue

Considering this is a fantasy world, I don't consider it anymore useless than any of the other stuff being voted on, aside from anything related to the actual game mechanics...

It's useless because we are debating the topic of saving cute little doggies. There should be no debate. Let's pass this thing!

Well, okay then.  Smiley
