Honestly, I'm not convinced Dayton shouldn't sign it since it could backfire spectacularly on Republicans in a decade.

Based on what? That the parts of the state losing population swung R and the parts actually growing swung D, and that the non-white population has already doubled this century and is still growing?

Not what I said.  I'm just against people moving to a different state if they will not adopt the culture of that other state.  Likewise, someone shouldn't move from, say, Alabama to California, unless they actually want to be a Californian (an all that that entails).  I'm actually pro-immigration on principle, but I am very, very against immigration without total assimilation.

The right thing to do would be repeal the laws in Maine and Nebraska that already have EV's split by district.

Allocating electoral votes by, frequently gerrymandered, districts is a terrible idea in general. For all it's flaws, winner-takes-all is still better.

If Minnesota decided to split electoral votes this way, Hillary Clinton would have won six, two at-large and four for half of the rest.

The problem with that is that it only benefits parties who are the opposite of their state's presidential vote (not counting swing states) of which there are none right now.

I would be fine with this as long every state does it. In no way should my state (California) split its EVs if Texas is unwilling to do so. That said, we should never split via congressional district for all of the obvious reasons.
