AN AMENDMENT

To formally and constitutionally establish the new capital of the Northeast Region in the city of Buffalo, New York.


Be it enacted by the Assembly of the Northeast Region convened.


SECTION 1. TITLE

This legislation may be cited as the ‘Capital Relocation Amendment of 2013.’

SECTION 2. CAPITAL RELOCATION

Article I of the Northeast Constitution is amended to read:

I'd just like to say first that we have tried and tried again to do this, but forces beyond our control conspire against us every time. It is clear that the people want this bill, it is clear that the Assembly wants this bill, and it is clear that my constituents in Western New York want this bill. Now let's do this thing!

This amendment should require no explanation.  We know what it is, we know what it's for, and we know that it's going to take a big GOTV effort to get this passed next month.  Per the advice of Senator Nix, I am introducing this amendment now so that we can muster higher turnout next month, as the vote will happen at the time of the general election.  I trust that this Assembly will endorse the effort to get this amendment passed and, hopefully, work to get the support we need from The People.

And to those who are concerned this will create a deficit, I would like to say again that our surplus is projected to more than triple by next month due to laws that were passed in the last session.

I am opposed to this.

People in the greater region of NYC don't support moving the capital. New York City is more easily accessible by transportation from different corners of the region. It's a major hub not only for the region but internationally as well which makes meeting international investors or politicians easy. I believe there are better spending priorities than building a new capital.

How much will the relocation cost, was it $15 billion?

It's a major hub not only for the region but internationally as well which makes meeting international investors or politicians easy. I believe there are better spending priorities than building a new capital.

How much will the relocation cost, was it $15 billion?

Buffalo is much more in need economically of a project such as this than New York City.  This is a spending priority because it allows us to invest in our infrastructure, and that is what will help our economy short-term and long-term, especially for the people who need the boost most.

The last budget that was passed (which you voted for, by the way) allocates half of the surplus to the new capital if the appropriate amendment passes.  Because our surplus is going to grow, we can probably reduce how much of a portion the project takes from it.

As always, I am open to compromise if it ensures the success of this proposal.  All ideas are on the table.

There are better ways to encourage rebuilding infrastructure than moving the capital to an inconvenient location.

If you feel that relocating the capital is truly something that will have an overall positive impact on a city, then I recommend relocating the capital to Camden, NJ, if it would be moved at all.  Now there's a town that could use a boost to its economy and infrastructure.  Camden is tragic.  Buffalo is no paradise; but it's far from tragic. 

As it is, I still support leaving the capital where it is, but at least there's a proposal.
