Y'all do realize that Trump didn't exit the Iran deal; he only made it easier for the do-nothing GOP Congress to disappoint its base again. There are still enuf sane Republicans that they won't scuttle the deal right now. While not helpful, Trump's decision by itself only points out that the GOP never planned on winning the White House. These quarterly certifications were intended to give the GOP a chance every 90 days to rail at the Obama/Clinton Iran policy without doing anything except give the GOP the chance to stir up their base.
