Probably not, it's not like it's the first to do so.
Countries with below 18 votin ages:
municipal elections in a few states in Austria - 16
Brazil - 16 (voting is not mandatory though, it is for 18+)
municipal elections in a few states in Germany - 16
Iran - 15
Also the Philippines had the voting age at 15 until 1987, when it was raised to 18.
