I see an opportunity to expand this bill to also facilitate the re-evaluation of our foreign aid disbursements. I'll let Marokai defend the bill in its current form... but if he's interested, I'd love to work with him re: Atlasian aid.

Simfan, what if the duties of the commission also included evaluating the potential for trade agreements with countries we've not yet partnered with?

If the concern is finding people to fill this commission, could we maybe consider reforming the National Security Committee to make it an External Affairs Committee? It would give the committee more to do, which might be a good idea considering how little debate went on there during the last senate.

Just a suggestion.

Since trade agreements seem to fall under the jurisdiction of the NSC (thanks Ben!), are we now going to tack these specific duties onto that committee? Or are we going to disassociate these duties with the NSC and create a new one?

I think so, but 1(a) should read "Re-evaluating the status," not "Re-evaluate the status." Not super important, but we might as well catch it now while we can easily do something about it.

I also object. We tax job creators a ridiculous amount in order to pay for massive programs. I want a balanced budget, but, unfortunately, there aren't many expenditures that will ever make it to the chopping block. Setting standards for our foreign aid disbursements might help us cut down. That said, I'm not even sure that we currently do give out foreign aid. Its inclusion in this bill is partly symbolic: We're prepared to punish dictators who have horrific human rights records.

On the flipside, nothing in this bill would preclude the commission from actually suggesting new places where aid would be warranted.

Gotta love the ex-post-facto tinkering.

I really don't care one way or the other about whether it's the president or the committee who appoints these individuals. Such a small issue should not be make-or-break, so I don't know why it would be presented as such at the end of deliberations with a re-draft. Indicating a preference for these changes earlier would have been a lot friendlier. Oh well.

I'm torn on changing my vote. If I did, I'd vote nay. The problem is, I think my nay vote would be more out of spite than out of what I think is best... and I can't do that.
