Colluded with the Russians. “No person shall knowingly solicit, accept, or receive from a foreign national any contribution or donation prohibited by [this law].” By soliciting information from the Russians and accepting it, he broke the law. Even if no information was received, big if given Mueller probably knows more than we do, he still had the intent to collude.
