In the Ottoman empire there was a saying, that "It is very hard to get into Yemen, but it is impossible to get out of there". Hence sensible politicans should just leave the Yeminites (and other tribal people in remote mountain areas with nothing of value) to themselves. This description fits Afghanistan pretty well, and the Americans will learn that the Ottomans there basically right about this one.
