...Isn't at least one of those Novato precinct the Bel Marin Keys (the one with the water)?  Clinton?  Seriously?

Yep, Pyramid Lake Indian Rez, good call.  Wadsworth (also the exit for Burning Man!) is the lower precinct, the one above it is probably above Nixon (which, unlike Wadsworth, has no whites) in a more rural area.  Not sure how many voters it has, probably all Indians.  It's pretty inhospitable country.
