As to the second resolution, Canada feels much the same way as Germany. We would support a change to the rules that abolished permanent seats and is instead replaced by a ballot. Until such time, Canada will not support adding additional seats to the SC.

Canada will not negotiate with terrorist organizations that perpetuate attacks around the world, including in Canada.
