Yes, absolutely yes.  A Democrat could win Clark by an underwhelming margin and a few other counties and lose the state.

There's no reason why this doesn't work mathematically.

Well, mathematically, the Democrat could win every county except for Washoe and still lose the state.

I could see a scenario where the Democratic nominee wins Clark by less than 10% and the Republican nominee wins Washoe by 5-6%. that would be an R win statewide.
