Is there any particular reason why the RERP program should be for "Natural citizens" only? Thereby seemingly excluding naturalized citizens, permanent residents, and other immigrants living in Atlasia?

I went back and forth on this one quite a bit but I'm going to vote Nay. I feel like it's more about keeping rent reasonable and reviving communities and that including more people in the program helps with that goal. Ideally with the immigration reform on the books, we'll be seeing a significant decline in undocumented migrants.
